Hi

Desperatly in need of help to identify this item. I have been on other forums and scoured the internet but I cannot find anything like it anywhere and so far no one has been able to help.

Hopefully you can see the pics I have attached. It has a cast iron base with no markings.The center piece is brass. The tooth wheen turns and rotates a split pin on the other side.

It's baffled me and I'm hoping someone on here can help. Thanks in advance of any help.
