Antique “chinoiserie” plates - possibly fakes?

This set of twelve plates was among the fine (genuine) English china dishes which my great grandmother acquired in the 1920s. I have sent photos out to one of the very large antique houses that specializes in china, and they could not identify this pattern. I am now thinking it is fake i.e. not European ‘chinoiserie,’ but maybe Chinese mimicking antique French goods? The anchor mark suggests Chelsea, but then “made in France” makes no sense - and why not “fabrique en France,” for that matter? Thoughts?
